Renraku very much doesn't want a Deus 2.0, but they also want all the benefits of AI workers and don't want to give them legal rights. This is a nasty combination. He's not the only part of the company that monitors AIs, even with the ones underneath him. He's just one cog in the big oppression machine. A paper pusher with a few connections.
