The program was biologically a success - pain editor software and the ability to control pheromones made for a potent combo, creating a group of potential starlets. The problem, of course, with creating a group of elves designed to be capable of emotional manipulation who don't feel pain is that the majority of the batch turned sociopathic to one degree or another. Their handlers were unwilling to combat this - viewing the "competitive" environment as a good thing for culling weaker individuals from the pack.
