==Overview==
Frank Grover is middle management at KE (just high enough to seem important but not too high to stand out) and keeps in touch with the shadow scene for his superiors. More importantly, he is the executive in charge of coordinating all operations in Seattle. All information about KE activities in the sprawl inevitably ends up with Frank. He also maintains a network of contacts in KE who are willing to turn a blind eye here and there in exchange for extra income. Since Frank is dependent on information from runners, he works with them as long as his job allows it or more importantly something profitable for him. Over the years Frank has developed friendships with runners who he sees as his family.
