Howard Sawyer is a Local Rep with the Moonshiner's Union, operating out of the wetlands in the Southern CAS. The Union covers hard to navigate areas such as the Okefenokee, the NOLA Bayou, and what little remains of the Everglades. Howard is an amiable, chatty contact with a history of honest dealings, but tends to keep information to a minimum to avoid compromising his own operations. He is also, incidentally, the father of Haven Runner Bo Sawyer, more commonly known as [[Harebuck]].<br />
