			Phil Haskill is the Vice President of Operations for the San Francisco chapter of Mothers of Metahumans. If you have worked with Mothers of Metahumans in California (and maybe the surrounding region), chances are he either knows about the operation or signed off on it. He is a busy man who does not always have the time to handle urgent requests, but he knows the movers and shakers in California - if not personally, then through a contact.

			Haskill worked for Mothers of Metahumans in a similar capacity during the war against Saito, and he is highly respected for his service to the freedom of metahumans in the CFS. He is rumored to be driven by a long-standing grudge or grief over the death of a friend, though he never mixes business with pleasure enough to confirm this.
