Overview
Madam Castañeda is a legend. Once known as the Pirate Queen of Luzon, she was a scourge to the JIS and passively supported the Huk. Sometime in the 2060’s, Masaru managed to recruit her fully to his cause. Her tactical acumen is unmatched, and her ability to lead and organize were a great benefit to the young dragon’s organization.
She was instrumental in driving the JIS from Yomi Island.
Since the 2070’s, she has been in Seattle, organizing activities in the region, coordinating with other regional bosses. She maintains contact with the local Triads, and The Red Dragon Association, often serving as an intermediary for the various syndicates.
She keeps an old photo of Frederik Kowalski on her desk. Rumor has it that the two are old acquaintances from her pirate days.
