Summary
Otto Von Juergen is a hermetic mage of no small talent, versed in all manner of magic. Additionally, Otto is a prolific fashion designer, known for his avant-garde designs and unconventional patrons. On the surface, Otto maintains his image as an eccentric fashion designer, but underneath Otto has been drawn into the Shadow Community for both his disdain for the corporations and his ever-growing need for inspiration and magical knowledge that is hard to come by. He is particularly popular among high society mages, as Otto caters to personalized high fashion foci, a niche that he has filled snugly. When runners need to have artifacts analyzed, disenchanted, contained, or disposed of, Otto does so joyously. The times that Otto decides to get his hands dirty, he brings a powerful force of magical prowess to any squad, wielding destructive and defensive spells that decimate foes and shield allies. Though his eclectic and erudite personality can off-put the rough-and-tumble thugs of the Shadow Community, none can deny his efficacy, talent, and loyalty. If it's an object and it's magical, Otto is the one to find, research, destroy, collect, or fabricate it.

Background
Otto was born and raised in the Allied German States to a middle-class family working as wage slaves for Frankfurter Bankenverein. It would be the dreadfully bland and average environment that he was raised in that would form the basis of Otto's colorful ambitions. His mother would always tuck him in at night and tell him the most fantastical bedtime stories, such stupendous tales like a cow leaping over the moon, or an old woman who lived in a shoe. These dreams would plant themselves like seeds in the young boy's mind, and as he grew, he would grow to find the magic that dwelled within himself. When he came into adulthood, he found himself unable to follow his parents into the soul-crushing world of corporate droning, deciding instead to put his magic to use outside of the droning corporate hives that dominated the world. So, he struck out on his own as a fashion designer who could transform frumpy dresses into beautiful gowns, drawn to the prospect of bringing life and color to a world mired in malaise, but this dream was no simple task to achieve. Penniless and desperate, Otto was forced to use his magic for more nefarious purposes to get by in the world, doing minor favors for criminals and gangs every so often to fund his dream. Finally, he scrounged enough money to attend a gala, where he showcased his finest works in his "Gute Fee", or Fairy Godmother, collection. This was his big break, one that thrust Otto into the spotlight, much to the chagrin of the established fashion brands in the Allied German States. Otto enjoyed a couple of years of success, releasing new collections and accruing magical items of wonderment with his not insignificant profits. However, it wouldn't be long before the sleuths his competitors hired uncovered his shady past. Once rumors started circulating, Otto knew he had to shake things up. And so... he moved to the great UCAS! In a bold move, he made a debut as a surprise attendant in a summer gala hosted by Shiawase Fashion broadcasted across the Matrix. His exotic designs shocked and awed the UCAS masses and designers who now have to contend with this bizarre German sorcerer who seemed unburdened by any corporate shackles or sense of conformity. However, in order to remain free of those corporate and conformist shackles, Otto has had to resort to his old ways, adopting an insidious persona and embroiling himself in the affairs of the Shadow Community to keep himself funded and his competitors on their toes, all the while accruing knowledge.

Appearance
Otto is 6'2, slender, and lanky. His eyes are a sharp, glowing red, framed by long eyelashes with short brown, impeccably kept hair, various tattoos across his body of mystical origin, a hairless body, and abnormally long, sharp nails that are flawlessly manicured.
Clothing
Otto adorns himself in luxurious clothing and jewelry, all of his own design, that evoke ancient sorcerer apparel in an avant-garde and modern style often with big, frilly neck pieces that give him a villainous vibe, accentuated even more when he goes to special events, often donning absurdly long capes and headpieces. Though his clothing and jewelry are subject to change, he always wears his gold-rimmed sunglasses, his smoldering red eyes glowing faintly through the darkened glass. Otto can be spotted in a crowd from a mile away, his clothes, his body shape, his eyes all contribute to his distinct and intimidating style. While on runs, Otto adorns the persona of The Collector, an enigmatic warlock whose ostentatious style takes a brutalist turn from Otto's usual flowing garments and flashy appearance; Dark black armor with harsh angles and an orb-like helmet inscribed with strange geometry.
