Not much is known about Victor, he rarely talks and when he does it is only for business. The only thing know about Victor is:

1. He has a gravely male voice. 2. Whoever comes in trough his doors never leaves. 3. Unspeakable things happen behind those doors.

Victor "office" is located in Redmond, deep in a dingy alleyway, lies a door only tittle Victor's. Entering the door leads you to a small 15x15 foot room with holes in the wall and another singular rusted metal door with a slit. Here victor will ask you to pay and leave his "subject" in the room and asking you nicely leave.
