A former medical student from Neo-Tokyo, they wanted to intern with a practice in Seattle, however the Neo-Tokyo government "lost" the SIN info, or maybe just refused to hand it over or recognize Mitsu's exisence, leaving them stranded and effectively non-existent in the middle of Seattle.
