Background
Life was pretty boring for Delia up until her 16th birthday. Well, for someone in Los Angeles; between the riots and the annexation of LA into the Pueblo Corporate Council, things could have gotten plenty interesting if not for her parents' wealth offering protection from the common rabble. She grew up under the care of one nanny or another, as both of her human parents - Spinrad Executives since the earliest days - had little time for the Elf they found themselves accidentally saddled with due to a small mistake during an enforced vacation. Without friends she could reliably talk to in person, she found herself turning to the Matrix in her early teens to cope with the loneliness.
There she found a miraculous inspiration, stumbling across a livestream being done by an actual group of Shadowrunners! Idolizing those rebels striking back against corporate strongholds - even if they were in on the whole thing, since it was LA runners - she quickly fell in love both with the concept and the medium. As soon as she could, she took to streaming herself - games, mostly, but sometimes just live chats with other people. The little corporate princess would do anything for a little social contact in her ivory tower.
As soon as she turned 16, everything went into a flurry of action. Spinrad had managed to reacquire its place as an AA-rated megacorporation, meaning that her parents' SINs - both full, of course - were reissued, and she herself was granted a shiny new one as their only child. But to make matters worse, this also meant she was torn from her home and cast - to her opinion - into the oblivion of Seattle as her parents were reassigned to lead an important business opportunity there. She still had her streaming to cling to, but more and more she found herself suffocating under sudden expectations. Get a degree. Graduate with honors. Become an executive, just like us. Be like us. Hide your ears. Act more normal. Ugh.
She'd barely turned 18 by the time they were pushing her into college, at first trying to bribe her with popular augmentations (all Spinrad label and heavily subsidized), and later moving to outright threats to disown her. She tried, of course; she didn't hate her parents after all. But it just wasn't a good fit for her. She dropped out after her first semester, and pre-empted them by moving out with all of her things in the middle of the night, leaving them to think she had been kidnapped or something.
Instead, she moved into a ratty apartment in a bad part of Seattle, and struggled. Her streaming brought in enough on donations alone to support the apartment, but it was garbage to someone who grew up eating real food, sleeping in real beds... until she got a little ping through the Matrix, someone who had seen her frequenting the LA Runner streams. "Hey Kid, you wanna be like them?"
Years down the line, it's hard for her to remember the times before she was a runner in her own right. Sure, she's not as flash as the ones operating in Los Angeles - who could be, stuck up here? - but with every run she's gotten a little faster, a little cannier, a little shinier.

Appearance
Kind of short for an Elf. Habitually looks short on sleep, tends to move with a cocky style, can usually be found sucking a SpinRad-branded Cigarette. Likes hair ribbons for some reason. Vibrates like a can of soda that's been shaken for two days straight with Wired Reflexes on. Strawberry blonde hair, similar color for her eyes usually, with obvious cybernetics. The ears appear mostly organic.
Clothing
Really likes hair ribbons. Doesn't have a particular style of clothes she goes for, other than they're usually very flashy; mini skirts, LED pants, puffy jackets, so on so forth.
