That's a decision they're free to make.

Summoning helps. But it is not needed for a good mage.

you don't ever need 70 soak anyways tbh. 40 something and a decent edge pool will literally get you out of anything if you aren't eating rockets every other round

It doesn't have much input on my chargen process.

Without building at all for soak

Well

Focusing on it rather

She has some ware and adept powers

Gets like 7 + 12 + 15 + 7 + 14 if she spends a edge

And is still a really competent mage with other skills

Shadowrun let's you get soak pretty crazy high for very cheap

I'd honestly call "burned out for betaware hands/feet with armor 3 and a pain editor" building a bit for soak.
