Eli Running-Deer leads a smuggling operation, running weapons and armour between the Seattle-NAN border. A wanted criminal in the NAN, Eli works in association with the Ciarniello Family. He operates out of a warehouse in Snohomish, where he stores his contraband and maintains his vehicles.
 
Vincent De Luca is a veteran made man of the Ciarniello Family. With a keen business sense and knack for building relationships, Vincent was responsible for establishing many of the syndicate's money laundering fronts. During this time, he built many relationships throughout the Seattle underworld as well as establishing himself as a prominent member of the communities that the businesses resided in. Overview

Vincent De Luca is a veteran made man of the Ciarniello Family. With a keen business sense and knack for building relationships, Vincent was responsible for establishing many of the syndicate's money laundering fronts. During this time, he built many relationships throughout the Seattle underworld as well as establishing himself as a prominent member of the communities that the businesses resided in. After taking a step back from operations, he still maintained his relationships and was often approached by many outside of the crime family seeking assistance, eventually settling into the role of fixer.
