Overview
The scrapper's lifestyle in Puyallup is far more dangerous than some might expect. While the district has a plethora of desiccated buildings just begging to be ripped apart for rebar, technology, and whatever industrial materials might be left over from the corporate interests in the area, it's wise to keep in mind that those buildings have been rotting there for just over 65 years. Dangerous terrain, smoke inhalation, and lung problems are the least of a salvager's concern; cracking open old factories often means contending with chemical vapors that have been stewing inside for decades. Few know that fact better than Goalmaster.
It's uncertain what his name was back when he was a fair bit more sane. All that's known about his past is his proclivity for scraping every last bit of value out of the wasteland that is Puyallup - and it's clear that he's been doing it long enough to inhale his fair share of toxic fumes. Whether that imparted a particularly unusual sort of brain damage or just exacerbated an already-existing instability, he now ping-pongs between being eccentric, but approachable, and experiencing vivid hallucinations. The only unifying themes of his flights of fancy appear to be an obsession with hockey and the rules thereof, and a vague fantastical bent. But against all odds, even with his mental issues, he's still one of the most reliable scrappers in the region, capable of supplying raw materials and drugs in bulk... at least, as long as you're willing to go on a quest for the Puck of Destiny once in a while.
Traits
Flip-flops between speaking plainly and slipping into the sort of excessive, over-the-top dialogue you'd expect from a king in a fantasy trid. That faux Old English is, of course, just as butchered as portrayed in popular media. As far as appearance, he's often in a set of scrap metal armor, including a breathing mask, though the exact design varies from day to day and meeting to meeting. During his more eccentric episodes, he tends to decorate it to look as ostentatious as possible with whatever materials he has at hand.

One Rink To Rule Them All | Goalmaster is reliable when it comes to actually supplying materials, but... well, getting to the actual bartering process can be an exercise in frustration. His hallucinations and creative imagination take firm hold of him whenever his long-term brain damage flares up, and it becomes nigh-on impossible to talk over how much a shipment of scrap steel will cost when he's more concerned about slaying the ruddy-furred chimera for the good of his kingdom. Blowing up whatever rusted-out old truck he's obsessing over this time tends to snap him out of it long enough to talk. When you attempt to tap this contact during a run, the GM should make a roll to determine his mental state at the time. On a 4, 5, or 6, he's stable enough to make a deal or provide information. On a 1, 2, or 3, he'll answer the call, but will require the runners to complete some inconvenient, ridiculous job out in the worst parts of the Puyallup barrens before he's willing to talk shop. |
The Dregs Of Society | While his information may be laced with flowery, ridiculous prose, he's nonetheless knowledgeable about the disadvantaged folks of Puyallup, gangers and criminals included. Knowledge checks concerning these get a +2 bonus. |
Buy In Bulk | Goalmaster has been working over the ashen wasteland of Puyallup for ages now, and he's amassed an amount of raw material far greater than one might expect. Acquisition tests to get ahold of large amounts of steel, scrap, copper wire, and the like gain a +2 bonus. |
Breathing In The Chemicals | Due to his experience salvaging potentially dangerous industrial waste for any valuable bits that might be left over, Goalmaster is actually a pretty decent chemist. Rolls relating to drugs, chemistry, and chemical-based hazards gain a +2 bonus. |
Excaliber | Dealing with the wilderness of the abandoned parts of Puyallup isn't something one does lightly. The paracritters and raiders roaming around are hardy enough to survive the district, and they're definitely hardy enough to survive whatever peashooters might work on softer targets. Rolls relating to any firearm that could be described as "high-caliber" gain a +2 bonus, including shotguns, most sniper rifles, and some heavy pistols. |
King Of The Rink | Goalmaster's delusions might be ridiculous, but it's hard not to admit that he's got an impressive working knowledge of the game they tend to center around. Rolls that have to do with anything in the realm of Hockey (and at the GM's discretion, adjacent sports trivia) gain a +2 bonus. |
