Overview
Steven Shimada aka Kakei Steve, an American born Japanese is the manager of the Equilibrium club in downtown. A long standing member of the Shotozumi gumi and a lawyer, albeit not a super successful one, Steve helps in financial as well as legal matters. He is a prolific gambler and a collector of swords, some of which have been rumored to be magical in nature. Shame he cant use the swords himself, lacking both skill and ability to bind a weapon focus.
