Berlin is a metroplex in the north eastern area of the AGS (Allied German States) and is a Free-City-State that doesn't belong to the to the AGS itself, although it has strong ties. It was once the capital Germany, but now is selfgoverned State under the Berlin Council. Large parts of the City where reigned under Anarchy for over a decade. Even now there are semi regular fight between police forces and people of the anrachist districts. In nearly no metropole in europe the differences between architecture, technical standard, security and lifestyle in the districts is bigger.

History

First years of the new Millennium

After the reunion Berlin was the Capitol of Germany from 1990 to 2023, til the Government and Parliment moved to Hannover to escape the ever growing rampaging riots and daily violent demonstrations. In the Eurowars 2031 tank divisions from the russian invaders, contrary to expectations didn't go against Berlin, but went around the City in the Northand made Brandenburg a battlefield and Berlin remained unscathed. In 2033 islamistic Fanatics decleared the great Dschihad in Berlin as well an new unrests and riots breack out. Kreuzberg gets declared an Emirat, which didn't last long.

The Anarchist Berlin

In the Year 2039 the Night of Rage Meta-Human friendly resistences, anarchist and leftwing groups started City wide riots and destroyed the Berlin section of the Humanis Policlub, which needed years to find anad establish a new location for their anti-metahuman organisation in Berlin. As a result the riots kept going and together with Students of the free University Berlin who revolt against - in their opinion- Unfair Exam Admission Regulations it ended up in a small civil war. In the end a coalition of Neo-Anarchist, Anarchist-Syndicates and Trotzkists gained control over Berlin and declared it " The Greatest Experiment in the Anarchist history". The so called "Last Law" was declared on 7th March 2039, and the Berlin Council was now nothing more then a discusion platform without any legislative or executive powers, and was the only "polotical" Organ which remained in the anarchist Berlin. Paying taxes was completly voluntary, the police got dispersed and all public facilities were privatised. Since the "Last Law" expressly prohibited to enact laws, everybody who felt his rights violated or felt was victim to a crime had to stand in for themselfor hire vigilantes. To be able to provide these services more effectively the jobless policemen formed vigilante troups (Selbstjustiz Trupps SJTs) or became professional bodyguards to hire. Everybody was responsible for their and their Chummers and allies safety, nobody bothered to enforce things like protection of minors, compulsory schooling or principles of equal treatment. For the power structure within anarchy the term "Status F" (Status Fluxus,derivied from flowing, always changing) was coined, since it was particularly important to the anarchists that all mutual relationships were in constant change, no new power structures in the sense of a status quo could be cemented. Anyone who gave the impression of building something like a stable power base was automatically considered as "Bedrohung des Status Fluxus" (BFS eng.Threat to status Fluxes ) and had all other parties against them which nobody survived for long. The always changning mutual relationships from Policlubs, Syndicats, Sects, Cults, Gangs and Corpsworked in chaotic ways, where the services of informants and negotiators where vital for anybody who wanted to be someone within the Status F.

However, since the "absolute freedom" of anarchy also demanded considerable social and personal responsibility from the individual, and quite a few confused the lack of established laws with "everything is allowed", the anarchist paradise Berlin was not so paradisiacal in practice.


End of Status F

The state of anarchy remained in this form in Berlin until 2055. An anarchosyndicate group called "Liberty of Body and Soul" (LBS) made alliances with anti-anarchistic groups and prepared for a fight. Before the conflict stared, however, large corporate groups (with the political backing of the Federal Council) entered the city with a militarily planned and executed operation. The LBS and their allies were almost completely wiped out. The anarchist, who where logistically and militarily inferior to the Coproratetroups fought a fierce defensive battle, but their resistence wasn't coordinated well enonugh and they got driven back into an eastern district of Berlin which they could hold with great difficulty and got walled in.

2060 there was some kind of tense peace- or rather armistice between the anarchist- and corporate Berlin. after the disbandment of the Schadowland Frankfurt the most importantpart moved to the anarchistic east Berlin. A crew of local anarchists from the previous Sysop Tell took over: Antifa, Anne Archiste, Dator and Roter Korsar as well as Corpshark, who together with Konwacht moved from Frankfurt. An Otaku-tribe under the lead of Mnemosynes, who 2061 survived «Operation Erntedank», moved to Berlin.

2061 was the legendary, from MCT-Media together with DeMeKo (German Media and Communication AG) sponsored benefit concert "Ragnarock" for the "Victims of Anarchy" and the reconstruction of Berlin.

Although now "tolerated" border crossings (both to Brandenburg and the western Corp-Berlin) exist, the anarchists in the east couldn't feel safe. This was shown again, for example, in December 2064 in the aftermath of Crash 2.0, when the BIS (federal institute for internal security) - on the pretext of investigating the massacre by Winternight on East Berlin's Otaku - unearthed the Shadowland Hub.


"Reunited" Berlin 2072

After anarchist terrorist attack against the Corpsector and escalating punitive expeditions in the anarchozone 2072 lead to negotiations between Corp representatives and moderate representatives of the anarchozone. Mediated by AGS diplomats, the Berlin agreement was resolved and fixed in the Berlin contract.Since then Corps and the most important alternative groups involved in government and administration. Corps and alternatives have extensive rights to govern themself, the individual terretories were mutually recognized and the border facilities around the zone were mostly removed. Despite significant improvements of quality of life and a million Euro Propaganda campaign the reunited Berlin stays a forced compromise out of fear of a new civil war– it is especially for corporations and neo-anarchists an endured evil, no common vision of the future.

Geography


The Berlin Metroplex is divided in several districts including everything from AAA Corp-arcologies to Z-zone anarchy the districts are as follow,

Mitte

City East: The Alexanderplatz with the Berlin television tower and the mega-mall “Alexandria”, reminiscent of a bunker, was the figurehead of corporate Berlin during the division and is now preparing itselt to become the towncenter of the metropole – so far without any particular success. Origanally designed with aspects of defence and as proof of power, the huge Alexanderplatz with its elevatable tank barriers and the office giants framing it in brutalism style seems cold and unsympathic. Signs of change are the light flower tower of the "The Orchid" club, which shines in a thousand colors at night, and the nucleus of the scene culture who are hiding in the streets beyond the high-rise office bunker at Hackeschen Markt, the central puplic transporthub of the (soon) seven-million metropole.

Banking district: Potsdamer Platz, controlled by FBV and Berliner Bankenverein, with the imposing stock exchange tower, which was once built for Daimler-Benz, is the geographic center of the city and is therefore considered the secret (third) city center. Here bank towers and representative buildings of the large corporations stand close togethert. The district is known as the safest but furthermore most expensive part outside of Coprorate sectors.

The Gesundbrunnen: The "Nordkreuz" station, which was comprehensively modernized in 2072-2075 and expanded with a massive shopping and business complex, it's very popular with investors and, tourists alike. The close proximity to Wedding attracts with "alternative" charm, but you can still feel very safe in the field of view of the "Block" of the air monitoring center B-northeast on the former flak tower Humboldthain. More safety in the Kiez (neighborhood in Berlin Dialect) you can get with the „Humbolde“-Gang as escort protection, who has their base of operations in the deep reaching Brunnenkiez and in the foundation of the flakbunker.

Westharbor: Berlin is a water-rich city that is supplied to a surprisingly large extent by waterways. At the most important crossing point between water-, rail- and roadways is a large area of ​​warehouses, market halls, silos and freight terminals has emerged, which the BERVAG-owned Port operator BEHALA rules. Most recently, the Plötzensee was expanded to basin V of the port and an inner-city cargo airport for drones, tilt-wing aircraft and cargo helicopters was completed. City-West : Berlin's heart beats at the Memorial Church. The Kurfürstendamm, which is built over with a glass roof and relief road, is Europe's longest mall and, together with the New Europe Center inaugurated in 2070 and the luxury department store KaDeWe, forms one of the largest, fully climate-protected shopping and adventure worlds outside of Asia.

New Fair: At the time of corporate rule in the west of the city, the firm intention was to quickly make Berlin the central European business location. The figurehead of this development was to be the "New Fair", a megalomanially dimensioned exhibition center that would have outshone all other exhibition centers in Europe. Only a negligible part of the plans was implemented, which still characterizes the western Chawi district to this day: The transparent superstructure of the city autobahn to Messelichtplatz, the arcology tower of the Metropolis, a series of exhibition towers west of the Avus and the new exhibition hall were completed, the structural defects of which made permanent use impossible. The New Exhibition Center and other exhibition halls remained unfinished, which, like the ICC's asbestos ruin, which has been scaffolded for 20 years, are towering over the sky as memorials to a lost vision.

Renrakusan

Klein-Chiba: The district of Renraku was mostly reconstructed in the last 60 years in the Neo.Tokyo Style: From the old Prenzlauer Berg, the course of some streets can only be guessed at. Glas and Steel in black and gold are in a competition with the noisy, flashing tangle of pachinko strips, small shops, karaoke bars and interactive video walls everywhere along the partially rolling sidewalks. Beside the main road bihnd high walls there are hidden gardens, tea- and bathhouses, hidden Bunraku-brothels as well as severall temples. The constant presence of armed forces show that Renraku is far from trusting the Berlin peace.

FKB

The Emirate: Delimited by white walls and green steel gates, the self-sufficient emirate Kreuzberg extends north of the Landwehr Canal almost to the banking district in the north and the "Kreuzbasar"-Kiez at the Moritzplatz in the east. Within the emirate the Sharia-law is practised, a local guide is a must have, to avoid conflicts with the religious police. Nearly all roads in the emirate are coverd by tarpaulins and canopies against the sky and "surveillance by infidels".

AGC-Siemensstadt

The Machinesprawl: The Siemensstadt industrial area, called "Jewühl" by old Berliners, is a closed labyrinth of intermeshed factories, of pipes grossing over the streets, noisy conveyor belts, booming truck drones and pneumatic transport tubes. Nothing of the relaxation elsewhere can be noticed here: Workers' protests, acts of sabotage and riots that keep flaring up will leave the zero-tolerance policy of factory fortress operators with no choice for an alternative in the future.

Köpenick

The Emeritage: The renatured Müggelsee, the from a witch coven occupied Müggelberge and the Luddite's Paradise which is crossed by many small canals, are the green contrast to the gray proliferating Berlin of the inner districts. Despite an anti-founder, green-communist district administration the three-lake area is between Großer Krampe, Großem Müggelsee and Dämeritzsee on the upswing: Extremly popular with the Nouveau Bohème, some top-managers with the help of high bribes have built privat villas between Dachas, construction trailers and houseboats of the long-established residents. There are small Cafés, newpaganist Talismongers, philosophic salons, there are a couple of Shiawase-financed schools and clinics and the omnipresent weed farms in the outskirts, from which the city's hashisha cafes and hemp cigarette manufacturers like TURF source their raw materials.

Potsdam

Prussia: The expanded surroundings of Sanssouci Palace and Potsdam's old town are part of a comprehensive renovation project by the Prussian Foundation, through which a kind of "Prussian open-air museum" is to be created. Described by critics as a better theme park, the foundation uses its extensive historical documents and art treasures previously hidden in warehouses to restore the splendor and glory of old Prussia.

Drakenberg

Der Hort: Saeder-Krupps district ismore military fashioned then any other district. As "Favorite-Hate-object" of the neo-anarchists S-K always had an eye for defense. Since S-K itself is one of the biggest manufacturers of military goods the district security is fairly easy. The up to twelve meter high protective wall of the hoard, deceives the true course of Saeder-Krupp's border in Berlin: While the location of the massive boundary walls of the "inner" S-K-Tempelhof are of course immovable, the district has already expanded in the course of time and at times of its maximum size reached west to the Zoo station. Even today, S-K still own numerous, sometimes very extensive, residential and commercial areas in the City West. The megacorporation has also never dismantled all of the security technology that it installed to monitor its possessions in the 50s and 60s.

Crime

Streetgangs: There are countless gangs hostile to each other in Berlin, but due to old F-structures they are capable of short-term alliances. Dominating are the Horde (aggressive orc / troll gang with 300+ members), Jyhad B (Islamist terror group, 200+ members), the Uhlans (multiracial motorcycle rockers, predominantly made up of Eastern Europeans (70+ members), the Hackbirds (Deckergang, 100+ members) and the 99 Ronin (well-funded Bosozoku motorcycle gang with close Yakuza connections, approx. 100 members)


The Gray Wolves: Panturkistic right-wing group around the “Wolf” Asena operating in Berlin (real name: Semra Bulut). Supposedly co-financed by corporations to counter the influence of the Vory.


Die Arbeiter (The workers): Gang under the orc Boris Glinski, which emerged from the workers' movement and trade unions and describes itself as a policlub. Use illegal sabotage, attacks and extortion to put pressure on the self-determined management of free companies. Financed by drug deals and ID trade (work permits), protection money from employees (union fees) and companies (social compliance fees) as well as through contract strikes and paid sabotage.


The Shaders: Leader "Der Alte Fritz" (dwarf, former head of the MSI anti-technomancer group). Relatively new OV group, whose core business is illegal chips (BTL, mood chips, personas), pirated copies (Sims, Trids, software), fake IDs and order hacks. Since the beginning of the New Matrix, he has also worked in the black market for decks and hacking programs. In the wake of the KFS crisis, increasingly pushed back by AGS / NEEC authorities, the shaders concentrated their strength in Berlin. The rumor mill has long said that they should work with an AI and that Old Fritz is now only a henchman of a digital entity. Apart from that, they have just moved to the target cross of the Gray Wolves from Munich, the Djorovics, because they see their BTL business threatened by the BTL expansion efforts of the shaders.


Ringbund is a nascent network of kiezwehren and gangs that are seeking to register as an Alternative Police Service (APS). It was created in the haze of martial arts centers, independent training centers and the currently booming Berlin shooting clubs - the places where you can acquire and certify the necessary knowledge and skills that you need for APDB approval.


AXIS F:In recent months there has been a significant intensification of contacts and connections between groups, clubs, policlubs and gangs in the alternative districts of Berlin. For a few days now, a new term has been on the web: "Axis F" seems less a closed organization than a common agenda. A network of mutual relationships and alliances between actors as diverse as the socialist workers' alliances, Eris priest Saif Alhazred, some alternative companies, the New Anarchy Association, the de facto boss of Eiswerder Leila Talabani, the youth organization First Alliance, some well-known ex-Karewitsch people, the Blitzkrieg Berlin MC, the anarcho singer Daemonika, some triglavers, also E-Wall and probably a whole lot more, of which you don't know.

Interest Groups

The Executive Director (Dr. Paul Reinhard Zöller): Whenever the Berlin Council does not find a majority in one matter, but which must be decided immediately on the basis of a legitimate general interest, the 1st BM as Executive Director of BERVAG must make this decision alone. This gives the First Mayor of Berlin far more direct power than local politicians generally have. The newly elected Dr. Zöller has some experience in the management (and reorganization) of problematic companies.

The New Forum (Head: Dr. Franziska Landolt): Originating from the control council of the Berlin corporations, the New Forum is an informal but very powerful group of the most important (AA– and AAA-) group heads in Berlin, to which changing guests come from Politics and business are invited. The forum maintains an office tower on the Alex as a representative office, but the actual meetings of the district take place in changing, then exclusively booked and additionally secured luxury locations.

The Islamic order (Emir von Kreuzberg: Sayyid Fadhel al-Askari): The Nizam Islami (Islamic order) is the overarching political force that advocates the preservation and expansion of Sharia law in Berlin. Almost untouchable in Kreuzberg and the numerous Sharia neighborhoods in Berlin, her arm reaches far beyond Berlin through the terrorist gang "Jyhad B" and other Islamist terror groups.

The Arbitration Committee (Head: 2nd BM Morek Pflügler): All problem cases between Corps and alternatives are negotiated here. Constantly overloaded, the mediators are receptive to good arguments and gifts from industry and also to blackmail and threats from OV and alternative circles. A lot can be achieved with little effort.

But about one in 100 followers of the Church of Discord belong to that group of provocateurs, reputation killers, slanders and negotiating saboteurs who do their “business” with professional fervor - be it against cash like the Nemesid gang of the eastern Drake Saif Alhazred or from ardent Worship of the status F like the cult around the "ghoul pope" Wahnfried Grok. Unfortunately, one in 100 is still more than 2,000 in total ...


Berlin districts and Arcologies

Berlin Hosts following Arcologies:

  1. The Hoard (Saeder-Krupp): Fortress-like, gold-black truncated pyramid arcology with hidden turrets and missile defense systems right next to the Airport Tempelhof. It has its own Trainstation with accessto the puplic Mega-Mall (sepperated from the rest of the Arcology through Security gates and armored walls).
  2. The Factory (Messerschmitt-Kawasaki): Area wise Europe's biggest Arcology with the worldwide biggest factories. Manufacturing of airships, suborbitalshuttles and since S-K has overtaken, drones and Armaments. Location near the Mainairport BSI.
  3. The Miyako-Arkology (Renraku): Black-gold pyramid arcology, which merges smoothly with into Prenzlauer Berg ("Renrakusan"), which has been extensively redesigned in neo-Tokyo style.
  4. The Metropolis (DeMeKo): 280m high tower arcology, in Style of the movie Metropolis. Numerous bars, production and broadcasting studios and elite-decadent entertainment sector Yoshi wara.
  5. The Kowloon-Berlin: After Fuchi was gone the octahedron stump shaped mini-arcology was sold to an investor group and was remoddeled into cheap mass dwelling but remained unfinished. After the inverstor group went bankrupt and years of deterioration it is now ocupied by gangs and squatterst. Location Steglitz-West (Zdorf).
  6. The Zehlendorfer Platte (Proteus): Unfinished arcology in shape of a wide area truncated pyramid, since 2063 completed with four unequally high corner towers.
  7. The Sky: Unfinished, on pillars resting mini-arcology of the Draco Foundation near Pankow, for a logtime occupied by squatters, addicts and a Cram Cartel.
  8. The Network (Müller-Schlüter Infotech): Sustainable mini-arkology made of nested, solar cell-coated round blocks, which together form a tapered cuboid. This provides many viewing platforms with small Cafés and roofgardens. Smooth transition into the neighboring MSI-Park and MSI-Campus.
  9. Aztech-Arcology: Small step pyramid-arcology with a spacious outdoor area, which has laboratory complexes and breeding stations for guard- and cybercritters (Stadtforst Spandau).
  10. The Block (EMC): Squaty factory fortress on the former airfield Johannisthal (Köpenick). Since EMC's withdrawal from Berlin 2072 mostly empty and deteriorating.
