Gangers are somewhat more organized than street thugs, but not by much. They know to listen to the boss, but beyond that, they tend to rely on being scary and well-armed compared to the average barrens citizen. If you want, swap out their Enfield AS-7 with an AK-97 or another primary weapon of no more than 12 availability in order to give them some variety. For vehicle scenes, give them access to cheaper cars such as a group of Ford Americars or possibly a Hyundai Shin-Hyung, then have the wheelman know Pilot Ground instead of Sneaking.
