Background
Jessica is a child of the streets. It's where she's spent her life. In fact she's so much a child of the streets that she has never been able to settle down in any one place. Instead she moves around from week to week and month to month finding new squats and safe houses to doss in.
Jessica never really knew her parents, they abandoned her as a young child once her abilities started to manifest. She basically fed and housed herself from then on using her newly emerged powers to gain access to coffin motels, vending kiosks and such like. Growing up this way it was almost inevitable that she would fall in with a bunch of neo-anarchists who taught her that all information should be free. In the end the shadows were the only place for a girl like Jessica to thrive in and that's where she's ended up.
Narrative Significant Qualities
Neon Rose is a albino and as such does stand out somewhat from the norm.
Curiosity Killed The Cat/Data Liberator - for some reason Neon Rose can't help but seek out the information that people don't want to be free. Anything she finds she'll post to JackPoint though she won't make reference to where it's come from or how she came by it. That she leaves others to infer and decide for themselves. Whilst she's driven to share this info she won't let it stand in the way of completing a job and getting paid.
Prime Datahaven Membership - due to her propensity to share/release privileged information Neon Rose has now earned a place within JackPoint and she can turn to there for information and assistance. The fact that anything she discovers ends up on the haven just further goes to cementing her position.

She uses a blue neon rose as her mark within the matrix. Whilst she is not compelled to do it she has also been known to leave this image within hosts to replace information that she's liberated. When she does leave this image it is always databombed and set to destroy the file as well when triggered

Appearance
A fairly petiite, some would say almost waif like, young woman. Jennifer has striking looks due to her albinism which many find attractive. Jennifer has taken to adding both subtle blue and pink highlights to her otherwise white hair in order to match her eyes which are crystal blue with pink flecks floating in them. Her left cheek also has a bio-tattoo of a neon blue rose from which she takes her name.
Clothing
Generally she feels more at home in, and prefers to wear, street clothing but when the occasion calls for it she is able to dress in more formal or fashionable attire.
One of the other things that stands out is her permanent dark glasses which almost never leave her face. She is also often seen with trodes attached to her temple as even though there is now more acceptance of technomancers than ever before she still prefers to keep her abilities as hidden as possible.
Matrix Persona
Her matrix persona is quite simply a stylised young woman dressed in a leather jacket with a neon blue rose running down the back. This rose also doubles as her personal mark which she pulls from thin air.
