Rick Rampant (as he prefers to be known) is a talent scout in the Seattle sprawl. He can often be found hanging out in various bars and clubs, where he criticizes everything until he's happy. The advantage of knowing him is he knows a lot of people around town - he knows corp employees and crime syndicate made men, and he's always on the lookout for talent to send their way. Another talent of his is calling in various connections to get fake SINs and licenses, which serve his "talent's" need for anonymity.

"Perfect Authentic Cadence" refers to a certain chord progression in music theory in which a piece ends on what is considered aesthetically pleasing to the classical ear.
