Overview
Mr. Neil is an up-and-coming fixer working in the barrens to try to help build a community. He's fairly twitchy and talks like a 1900's solicitor, but is a good person overall, and is working with the people he knows to try to improve life for the people of the barrens. He's a strong believer that peoples differences are what make them special, and that working together makes everyone stronger.
