Overview

While Raine appears to be that harmless, but paranoid old lady driving around Tacoma in a inconspicuous van, She is in fact quite a skillful woman, having had a vast array of varied occupations in her past to develop from.
However, when Raine became too old and frail to continue running, or 'saving the leviathans' or whatever, she settled down in Seattle to help keep the next generation of runners alive. Or at least try to make sure they don't blow up significant portions of the city.

To most people, she has a very direct and blunt attitude, which while abrasive, has probably saved more people than would care to admit it. To those runners whom Raine has taken under her tutelage, she's a scary madwoman who knows her way around a whip.
