Overview
Think of Billy as that guy in the prison who can get you anything. And if he doesn't 'he knows a guy'. Billy is more street smarts over actual smarts, but his time on the streets has put him in contact with god knows how many people. A convicted criminal for petty thefts and robbery, he's since turned to using his vast contact list to make a living.
