Overview
Street doc that took Spectre in at a young age and had her trained in the magical arts by some magical connections he has in the Finnigan crime family in order to be a in house magical expert. Spectre still has a economic relationship with him.
Bill is a terse man that grew up among the Finnigan crime family, having been born to one of its few elven members. He picked up a lot of skills from helping his father patch up gunshot wounds and augmenting the Finns muscle. Bill lives in the Barrens largely due to a desire to not have neighbors poking into his business when shot up mobsters end up in his office.
He doesn't act warmly towards anyone not of the Family and in general doesn't have much patience unless its about business.
