Henri Ménard is an old timer - he has been in the smuggling business for years, first as a mage helping on the ground, now - managing some activity due to his age and having a family.

He knows a few ways inside the SOX and offers his smuggling services to many people who want to get in there. He still runs the usual background checks on whoever would cross the border on his behalf.
