Messner is a Russian immigrant who fled the violent and unforgiving gang life that he and his younger brother grew up in. In the years since fleeing Russia via Vladivostok he has made himself a valuable member of the Ork Underground, doing his very best to improve the lives of his neighbours, and has become something of a father figure to many of the districts youngsters.  Almost everyone knows "Vuk" or "Mister Vuk" in the south central OU, and it seems as though he himself knows almost everyone too. He does his best to steer the local youth away from the gang life, but does his best to ensure that those who do stay alive. He has a complicated but generally cooperative relationship with the Skraacha as a result. They don't appreciate his efforts at blocking recruitment, but they do appreciate that many of their members are still around only because of his well-timed actions or advice.
 
Messner's younger brother continued to run the shadows under a street-name after they arrived in Seattle. He hasn't been seen since 2079. Vuk tried to find him, and still keeps his ears open for news or rumours. But by now, the long absent [[Kostchtchie]] is little more than a cautionary tale that Messner wheels out every now then when tries to dissuade young hopefuls like [[Bunny]] from running the shadows. To his sorrow, it rarely works. He clearly not fond of the Viking's either, using his and his brother's experiences with the ArchAngel chapter of the gang to point out all the ways that gang-life can end badly, fast.
 
Messner is a man worn old before his time by his sorrows and by constant exposure to the misery that can comprise the worst in meta-human existence. His remaining eye is rheumy and conveys a great deal of wisdom and sorrow. He's a man who stares futility in the face every single day without allowing himself to be broken by it. And in OU, that makes him a very rare sort of man indeed.

Safe Place "I think I know a place." Messner won't put you up in one of his shelters - you're too much risk to the people around you. But he can call in a favour with the formerly homeless to provide a place for you to lay you for a day or two. +2 to checks to avoid being found when actively hunted.
He Won't Need it Anymore "I'll check the storage bins. See what I have". When people do come to Messner for help, it's often too late. +2 on checks to acquire used cyberware, weapons, armour and Fake Sins of rating 2 or less.
Knows all kinds of People. "You know, I think I used to know a guy who could do that". Messner helps people from all walks of life get back on their feet. +2 to checks to find a typical member of any given profession or person with a particular skill.
Hears all Sort of Things. "Someone mentioned something about that earlier today". All sorts of people pass through Vuk's shelters and soup kitchens everyday. +2 to legwork checks that involve gathering rumours concerning people and events relating to the Ork Underground.
