Overview
Tin Can Bill is a little... eccentric and sometimes interjects his conversations with off-topic nonsense before snapping back to the conversation proper. He talks fast, and slightly slurs his words... like someone who's mildly drunk, which is impressive because he's always HEAVILY drunk. He often refers to himself with a grand title (or titles), such as Baron of Bums, Ruler of the Repressed, Don of the Downtrodden Caesar of Cast-offs, Usher of the Unwanted, Messiah of the Masses, Sovereign of the Sewers, King of the Kinless, and Poobah of the Persecuted... to name a small handful of them.
Throughout his life of being homeless, Bill has set himself up as a champion of the downtrodden and homeless, as such Bill prefers talking and interacting with PCs of a lifestyle of Street or Squatter, though all are welcome as long as they dont insult, belittle, or bully the poor and homeless. In order to assist the homeless population of Seattle, Bill has made his own unique way of raising money and food to help feed the homeless in the form of a fighting pit in the sewers.
The fight pit is an abandoned cistern in the sewers of Redmond that Bill cleaned up and furnished with the most luxurious seatings that he could find (folding chairs) and outfitted with dynamic and elagent lighting (old christmas ornaments). The pit fights are supposed to be non-lethal for entertainment only... but sometimes accidents happen. If you kill someone, you're the one cleaning up the mess.
Bill often asks for payment in the form of either booze or your attendance as a fighter in his pit. The Pit often features various runners who owe bill favors, random critters that bill found, volunteers, and sometimes abominations of the flesh that have no business among the living... we still do not know how bill gets them into the pit, and we do not want to ask. (GMs are free to use Bill and his Pit if they want to just make a weird monster and have some runners fight it)
Outside of his zany and crazed demeanor, Tin Can Bill has set himself up as a premier information broker among Seattle's homeless population. Creating a network of spies that people can see in broad daylight, because no one cares what they say around a bum. Bill uses this network himself to spy on other Fixers, finding jobs that they turn down because either the pay sucks, its too dangerous, or too insane. Bill will find the right runners for those jobs.
