Overview

Bill Cooper has been with the Agency for going on 20 years, and he's well-known and well-liked in the intelligence community. He usually doesn't deal with Shadowrunners, but he might do it as a favor to a friend. His main areas of expertise are the Intelligence community, military intelligence, and general spy operations.
