Working his way slowly up the ranks of the Blood Brothers, Lionel Leroy has earned a reputation as the go-to guy for drugs, arms, and even magical accessories. While the dusky, patchy-bearded man doesn't have the high-up connections that a real veteran of the game might, his easygoing nature and poker hobby give him access to lots of other criminals who can help him 'requisition' the tools the Blood Brothers need. If you pay him right and he likes you well enough, he can requisition something for you too.
