Overview

Ted Deble is a Horizon corp-cit, a full-time employee in the Persona 2.1 Social Enrichment Division. Ted works with public and enterprise clients to analyze weaknesses in their social media profiles, tailoring their habits and performative values to better positively influence their P2.1 metrics.

Ted is a true believer, which is pathetic, but it also makes him easy to manipulate. P2.1-ers have the thinnest of facades of privacy on their accounts. For Ted, who sincerely believes in performative living 24/7, there is no cause for ethical quandaries when it comes to sharing internal tracking metrics. If only we are all so concerned with the system! He knows that, strictly speaking, these metrics and tracking data should, perhaps, only be shared with Horizon employees but the handbook doesn’t specifically say he can’t sell the data to interesting third-parties! In fact, there’s a whole section about it with pricing plans and everything.

It’s not like you are going to use that data to do crime. That’s ridiculous. You’re just another data trader, right? Or maybe a jealous lover? It's probably okay...

Blissfully Unaware Ted is a law abiding corporate citizen. If Ted finds out you are a runner, immediately make a Test of Loyalty. If you fail the Test of Loyalty, Ted will think you are a terrorist, burn you and contact law enforcement. If you succeed in a Test of Loyalty, Ted will be willing to listen to you explain yourself and even help you leave the runner's life. You may be able to convince Ted to associate with the shadows but ONLY if the runner has an active P2.1 and a Fame-related quality as a “celebrity shadowrunner”. Contact a GM or Thematics if this happens as it may involve the removal of that tag.
What’s Your Score, Omae? Ted will only work with you if you can prove that you’re serious. Serious people have P2.1. People without P2.1? Anti-social malcontents. Anarchists! Contacts who interact with Ted must have an active P2.1 account. Given his position within the organization, it must be attached to a Fake SIN of Rating 4 or higher. Elsewise he’s like to immediately detect that “Brad Braderson” might not be a real profile...

You’re Bringing My Score Down, Omae! Ted will deal with you under the table, and at arm's length. Any closer association, given his P2.1 status, will require linking accounts. And Ted can’t risk tanking his score by associating with some weirdo nobody from the Seattle Metroplex. Ted’s Loyalty can only be raised above 1 if the character has a Fame-related positive quality.

No Body Count Ted is a certifiable creep: a Horizon fanatic, a dutiful thrall to the terrible social media engines that manipulate and shape our world. But he’s not a killer. If Ted passes on information to a character on any P2.1 user that results in them going missing or murdered in an obviously linked fashion, Ted will burn you and contact law enforcement. Tellingly, he has no problems helping Matrix paparazzi or stalkers. But outright violence? This is where he draws the line.

Always A New Horizon Ted has never known a life outside of Horizon. He is as saturated by its corporate values and its propaganda as anyone in the megacorporation. Ted relishes the opportunity to take part in Consensus. Horizon is his life. (+2 dice to all tests involving Horizon)
Social Media Wunderkind Ted makes his living in the social media landscape. This is what he went to school for; the obsession he’s had since he first donned the toddler-trodes. In the years before Persona took off in popularity, it was Aztechnology’s MeFeed that was his childlike obsession. (+2 dice to all tests involving social media platforms)
P2.1, P2.2, P2.3… Ted Deble lives and breathes and dreams in P2.1. His own P2.1 score floats in his periphery 24/7, along with full suites of advanced analytics. He’s never offline, never off the clock. Few can understand or claim mastery over its esoteric ebbs and flows like Ted can. (+2 dice to all tests involving P2.1)
It’s A Feature, Not A Bug With Persona 2.1, you tell the whole world who you are, what you believe, what you do, and where you are going. For many people it has become so ingrained in their habits that they don’t even think to turn it off when they are doing less-than-legal activities. Not that it matters. Unless you’ve got that comlink powered off or in a Faraday pocket, Horizon (and Ted Deble) can track you in real-time. (+2 dice to all tests involving tracking P2.1 users)
Six(th World) Degrees of Separation Everything is interconnected, don’t you see? You just need to take a step back. It helps if you have Persona 2.1’s Developer Controls at your mental fingertips, though. If you want to know who knows who, and who has been meeting who, and even often what was said? Just ask Ted. PreCog.Exe Horizon can do terrifying things with the depthless datawells they possess. It’s not just your whole life as a sea of 0s and 1s. It’s the whole damn world. Ted didn’t write a single line of code (some incomprehensible AI like K-FAYBE must have) but he knows how to kneel at the Matrix altar and supplicate. (+2 dice to all tests involving predictive movements and actions of P2.1 users)
Social Death Ted doesn’t want any real blood on his hands. But if targeting an obviously shitty individual, and with a convincing argument, he can be convinced to kill someone socially. Ted can fatally sabotage an individual’s P2.1 score, triggering cascading ostracization in linked social media platforms like MeFeed and YouStar. With just the faintest glint of digital light across the surface of his cybereyes it is over for you: Ted can irrevocably destroy your digital credibility. And in some places, especially LA, your social death might as well be a real one. (+2 dice to all tests involving Matrix-based character assassination)
