You know 'em, you love 'em - the Finnigans are an Irish mafia family, folded into the group structure established by Rowena O'Malley when she took the business over from her father. Their operations include smuggling, drug and BTL dealing, protection rackets, fight pits, the works - if you've seen it in a mafia movie, they're almost certainly doing it. And they'd love nothing more than to keep doing that in peace, in perpetuity.

[[Quinn Connoway]] is the fixer sent from down south to shake things up locally - root out rats, turn unprofitable businesses into money making affairs, and go after foes more proactively than before. Someday, he wants a position of prominence in the family. He views the business trip he's taking up north to be a critical part of his path to that place.
[[Jazz]] and [[Venus]] are the sorts of established powers within the family he's trying to emulate - and the established powers whose business he's nosing into. Quinn isn't making any friends doing this.
[[Katherine Curran]], however, is the sort of person he needs on his side. As far as outside eyes can tell, she's the best way to get a word into O'Malley's ear - someone who isn't necessarily a power player at the high level, but who's able to feed them information. A powerful ally or enemy, depending on his (mis)steps.

The Seattle clans on the whole are prime rivals for the local Finns - and the place where their offensives are most likely to go. There's been bad blood forever, they've fought over the docks and the smuggling routes for a long time, and that all means that they're prime targets for renewed aggression.

The Yakuza and the Finns aren't the only game in town. Triads, Vory, Cutters, Ancients, all of them are rivals in the business. Nobody's above taking potshots at the competition, especially if they're vulnerable.
At the same time, if the enmity isn't that strong, there might be room to make some backroom deals - all under the table of course, where the bosses can't see.
