The former commanding officer of the Task-Force November-51. He was the leader of the Clandestine Operations Branch (now the 1st Special Forces Light Batallion) following the Unification Treaty that settled the grudge between him and Le Bourguinion. Anything even remotely related to what he considers sensitive information (GM discretion) must be handled via in-person meets. The stores such data in paper files only. Casevac | It's always good to have a way out of a dire situation. He can provide this way out by having a Blackhawk of the Task-Force on standby with a rescue team, roughly providing DocWagon service anywhere if paid enough. |

Shady Knowledge | The Commander knows much about the shady side of the N-51. Underworld, Radical Groups, Shadow Community and Law Enforcement Procedures are knowledge skills which receive a +2 boost if he helps you with related Legwork tests. |
JURY Protocol | The Commander can call upon many of N-51's "enhanced interrogation technique experts" (read: torturers) to "extract information from unwilling individuals" so you don't have to get your hands dirty. |
Military Intelligence | Information is the key to success in many operations. The Commander invests a lot of money in planting informants across Seattle. He can help you connect with them with him as a middleman, providing services of infobroker contacts - for a price. Treat them as Loyalty 1 for the purpose of calculating service costs, with Connection at GM discretion. |
Safehouses | If he trusts you enough (Loyalty 2+), the Commander can connect you with people who handle safehouses for his men - while pocketing a middleman's fee. |
