Jenny Glitz was the child of wageslaves, growing up in the margins of the JIS-occupied San Francisco sprawl until the Imperial Marines marched on CalFree. Her family tried to keep a low profile during the war. As humans who were not actively participating in the genocide of metahumans, they were largely left alone by the Protectorate and the resistance factions. When Jenny reached adulthood a few years after the war ended, she came to understand the atrocities that had been committed around her in greater detail, and she was overcome with a crushing guilt that she hadn't contributed to the resistance somehow despite being a child at the time.
