Overview
Bilge-Rat Jones is a pirate. No, seriously; he's not just a criminal with a boat who engages in nautically-based theft, he's an actual pirate, and committed to the whole "pirate" bit. And the name "Bilge-Rat" isn't just a pirate thing; his boat is also full of rats, and they spent a lot of time in his jacket and beard. It's pretty fraggin' gross, but at least he's a pretty good smuggler and willing to provide water transport to runners.
Smuggling
He stuffs runners into a small hermetically sealed compartment when smuggling them. This compartment has mana vines on the inside to provide a mobile mana barrier, and is also Faraday-caged. However, the CO2 scrubber often fails (along with other things).
