Flight of the White Owl

This metaplot involves the machinations of Sahalé, an ambitious Salish smuggler, as she navigates tribal politics while extending the Salish-Shidhe Council's influence into the Seattle sprawl.

Background

The Salish-Shidhe Council operates within a fragile geopolitical position. While their territory sits at the core of the NAN, integrating and overseeing the Tsimshian Protectorate is a complicated endeavor. Meanwhile, the Seattle sprawl cuts a shard right into the heart of the Salish-Shidhe territory, drawing in a morass of politics, outside attention, and criminal activity. And that's before one gets into the pollution.

The Council, made up of the representatives and leaders of individual tribes, is not wholly unified on how to approach the myriad problems facing the Salish.

In steps Sahalé, also known as the White Owl, a woman wealthy from smuggling and black market connections. She has plans, and her true objectives are kept close to her heart.

Sahalé distinguishes herself from her peers in Salish-Shidhe politics in one noted aspect - her willingness to draw in and make use of outsiders. Sahalé recognizes the uses and dangers of the Seattle runner community, and has gone so far as to enter into the fixer business, in order to better develop her relationship with members of ShadowHaven.

And as many of her designs involve the Seattle Sprawl, her aims will soon collide with the many competing influences in the Emerald City.
