The numbers refer to roles. Mr. 860 is in a leadership role. 861 is always the cyberwared muscle. 862 is magic user. 863 is the decker/techonomancer. 864 is the rigger. 865 is physical adepts. 866 is summoners. All Neo-Haven runners have their assign number(s) tattooed somewhere on their body.
Neo-Haven recruits its front-line minions from wanna-be runners who lack the skills, reputation, or integrity to work for other running organizations. Recruits are dosed with a memory agent (Laes) that prevents them from remembering the details of how they were recruited. Recruits appear to have been manipulated and abused - for example, one recruit 863 (Contact) was sent on a suicide mission with a bomb planted in his skull. Recent recruits do not have access to the Neo-Haven chat or other planning forums.
Neo-haven runners frequently use magical masking. Do not assume you know what they look like unless you saw them prior to masking.
Goals
Strong arm the running job economy: undercutting, stealing, and blackmailing recommendations to runs.
Complete their own runs. They may be hired to pursue the same objectives as Shadowhaven runners, or to take action against Shadowhaven allies. See http://www.shadowhaven.info/Where_In_The_World_Is_My_Painting%3F for an example.
Investigate and avenge the death of 3 Neo-Haven members killed on 4/20 by Shadowhaven runners at KE. Video footage confirms that the Shadowhaven runners attacked first, and used lethal attacks, when the Neo-Haven team was in a break room, in a non-hostile posture. This appears to have been a misunderstanding. Shadowhaven runners thought they were syndicate or triad. On 5/10, Neo-Haven indicated that they realized it was a misunderstanding and called a truce. However, the assassination of Shadowhaven runner Z3K3 on 5/24 (see below) calls into question the sincerity of that truce.
Infiltrate the Shadowhaven. On 4/21, Neo-Haven infiltrated the Shadowhaven chat through hacking a drone Monica with access to the chat through her owner, Janitor Dan. They had access from 4/21-5/24. After this was discovered, Shadowhaven administrator TANJ increased the security controls and protections.

Test their skills against Shadowhaven runners. Skill challenges have included a race (see http://www.shadowhaven.info/Shutup_and_Drive) and a challenge between master thieves (http://www.shadowhaven.info/Adversaries:_Night_at_the_Museum).
Individual members may have individual goals. The Phantom has expressed dissatisfaction with Neo-Haven leadership, and offered to help Shadowhaven runners, at least in providing a lead to one piece of the Trident. See for details. 863 (Contact) wanted to get out once he realized how disposably Neo-Haven was treating him.

Goals
Shadowhaven is a group of loosely affiliated runners who share a server and pool of fixers. There is no central leadership. Most Shadowhaven runners believe in certain professional courtesies to each other, to their johnsons, and to other runner organizations.
Runners who are unwilling to adhere to such practices end up in shadier / less creditable running organizations like Neo-Haven.
