The numbers refer to roles. Mr. 860 is in a leadership role. 861 is always the cyberwared muscle. 862 is magic user. 863 is the decker/techonomancer. 864 is the rigger. 865 is physical adepts. 866 is summoners. All Neo-Haven runners have their assign number(s) tattooed somewhere on their body.
Neo-Haven recruits its front-line minions from wanna-be runners who lack the skills, reputation, or integrity to work for other running organizations. Recruits are dosed with a memory agent (Laes) that prevents them from remembering the details of how they were recruited. Recruits appear to have been manipulated and abused - for example, one recruit 863 (Contact) was sent on a suicide mission with a bomb planted in his skull. Recent recruits do not have access to the Neo-Haven chat or other planning forums.

Video footage confirms that the Shadowhaven runners attacked first, and used lethal attacks, when the Neo-Haven team was in a break room, in a non-hostile posture.
